About Pretreatment
Pretreatment refers to the reduction, elimination or treatment of non-domestic wastewater before it's discharged to the wastewater collection system. In 1981, the EPA mandated the requirement to develop and operate an industrial pretreatment program for wastewater treatment plants.
The General Pretreatment Regulations are set forth in the 40 CFR 403. Under the regulations and the National Pollutant Discharge Elimination System (NPDES) permit issued by the State Division of Water Quality, Spanish Fork City has been given approval to administer a Pretreatment Program.
Hazardous waste, as defined by 40 CFR 261, is prohibited from being discharged to the sewer, storm drains, and waterways. For information on disposal please visit the state Hazardous Waste Management Program website.
The Pretreatment Program, as defined in Section 13.24 of the Spanish Fork City Code, outlines the authority to issue permits, conduct compliance monitoring, and enforce violations of the program.
Non-Residential User Requirements
All Non-Residential (commercial, industrial, etc.) Users are required by law to submit a Pretreatment Questionnaire as per §13.24.110(A) of Spanish Fork City Code. The questionnaire is part of the annual business license renewal process.
The questionnaire is used by the Pretreatment Coordinator to evaluate whether each non-domestic discharger has the potential to violate any of the aforementioned regulations. The program is intended to prevent interference or pass through at the Wastewater Treatment Plant and Collection System, and to prevent harm or injury to the Wastewater workers and personnel.
